Welcoming Kent Hiteshew as a Senior Fellow

The Marron Institute of Urban Management is pleased to announce that Kent Hiteshew will join as a Senior Fellow on September 5, 2017. A seasoned expert in public finance, Hiteshew brings with him more than 30 years of experience assisting state and local government debt issuers and federal policy makers.

Most recently Hiteshew served as the founding Director of the Office of State and Local Finance in the U.S. Department of the Treasury—a new policy office designed to inform senior officials in Treasury and the White House concerning state and local finance issues related to the municipal bond market, infrastructure finance, public pensions, and fiscal distress. Hiteshew managed Treasury’s response to the fiscal crisis in Puerto Rico, including the Congressional negotiations that led to the adoption of the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA). He also contributed to President Obama’s Build America Infrastructure Task Force and led bilateral discussions with Ministry of Finance officials of the government of China about the practices of the U.S. municipal bond market. Prior to joining Treasury in 2014, Hiteshew was Managing Director of Public Finance at J.P. Morgan Securities, accumulating decades of experience underwriting municipal bonds and financing affordable housing initiatives.

As a Senior Fellow with the Marron Institute, Hiteshew will advise the Director on the development of research programming related to municipal finance, infrastructure, public pensions, and fiscally distressed cities and states. Hiteshew will play an important role in the Marron Institute’s work analyzing the fiscal status of Puerto Rico’s municipalities and making recommendations that might improve their fiscal stability.

Kent joins two other Senior Fellows at the Marron Institute with distinguished records of public service: Denise O’Donnell who served most recently as the Director of the Bureau of Justice Assistance in the U.S. Department of Justice and Carl Weisbrod who served most recently as the Director of the New York City Department of City Planning and Chairman of the New York City Planning Commission.

We look forward to involving Kent in the intellectual life of the Marron Institute and introducing him to the many scholars and students across campus with an interest in state and local fiscal affairs.
