Affordability
Households' Income, Regulations, and Land Supply (Part I)
by
Alain Bertaud
Many countries in Africa, Asia, and Latin America are now urbanizing rapidly. Containment of urban growth is not an option. Government restrictions on urban growth will make cities unaffordable. Efforts to contain urban growth will also leave the urban poor with no choice other than informal settlement, excluding large portions of the city from essential infrastructure. To ensure housing affordability and public service access for all, governments in rapidly urbanizing countries must make room for urban expansion. This is the case that Solly Angel makes in a recent video lecture for UN-Habitat.
