In the Centre for Development and Enterprise’s South Africa-focused report, Building Better Cities: A New Approach to Housing and Urban Development, Senior Fellow Alain Bertaud and his book, Order Without Design: How Markets Shape Cities, are prominently featured. In addition, Bertaud wrote an appendix to the report “on how to monitor the implementation of the Massive Small Strategy,” an approach that “relies on private demand-driven housing supply by many types of entrepreneurs.” He argues for the development of several indicators to “monitor progress in implementation and provide information to new entrepreneurs on various segments of the new housing market.”
