Bloomberg article, “Metro Service to DC’s Dulles Airport Finally Arrives, 60 Years in the Making,” quotes Director of Transportation and Land Use, Eric Goldwyn:

There are opportunities in our process to be obstructionist and to be a veto point. If you don’t have an elected official who is willing to fight and say, ‘No, this is really important to the city; this is really important to the region; we’re going do this,’ you end up with projects that just get canceled.
