In the AP article, “After Years of Delays and $11 Billion, Grand Central Annex Opens in New York City,” fellow Alon Levy is quoted:

"It’s a useful project. But for $11 billion, it would be better not to have built it,"...The money, he argues, could have been used for other transportation projects, including improving capacity for existing railway lines.
