Biography
Mindy Tarlow is a Senior Fellow and Research Professor directing the SCALE + Lab at NYU Marron. The SCALE + Lab is an action-oriented, collaborative platform for building sustained growth and impact of interventions that advance safety, health, and economic mobility.
Before joining NYU Marron, Mindy was a Managing Director at Blue Meridian Partners, a $4+ billion collaborative philanthropy dedicated to improving economic and social mobility. As a senior member of the investing team at Blue Meridian, Mindy identified, recommended, and oversaw multi-million-dollar investments in a range of leading-edge nonprofit organizations and initiatives. During her tenure Mindy created, launched, and led the Justice and Mobility Fund (JAM), devoted to reducing barriers and building opportunities for millions of justice-impacted people. Mindy played a critical role in securing the initial $250 million for JAM and growing the Fund to over $400 million.
Previously, Mindy led the Mayor’s Office of Operations in New York City where she oversaw citywide performance and project management, data analytics, poverty research, the NYC 311 call center, and numerous strategic efforts to advance efficiency, equity and opportunity. Notable initiatives launched and incubated during Mindy’s tenure included the creation of mobile performance monitoring systems to improve city services, the IDNYC municipal identification program, and the HOME-STAT street homelessness initiative.
Prior to her work in the Mayor’s office, Mindy spent close to two decades as the founding Executive Director and Chief Executive Officer of the Center for Employment Opportunities (CEO), a nonprofit organization (and spinoff of the Vera Institute of Justice) that provides employment services to people who have recently been incarcerated, helping to provide a pathway to economic mobility. Mindy led a national expansion effort of CEO that tripled the size of and scaled the organization to multiple states.
Early in her career, Mindy worked in New York City’s Office of Management and Budget, where she rose to the position of Deputy Director, overseeing extensive financial, operational and policy analysis across criminal justice, uniformed, and general administrative agencies.
Mindy has served on numerous boards and task forces. Most recently, Mindy joined the boards of the Vera Institute of Justice and the Clean Slate Initiative.
