The NYC Department of Buildings (DOB) is one of 19 state and local governments awarded funding from the U.S. Department of Energy Office of State and Community Energy Program’s (SCEP) $240 million program to adopt and implement the latest energy-efficient or innovative building codes. DOB, in partnership with Director of Civic Analytics, Constantine Kontokosta, along with his team and the Urban Green Council, has been awarded $19.9 million to implement Local Law 97 (LL97), supporting carbon-emission reductions from the city’s largest buildings.
DOB and its partners will develop and provide guidance and resources to multifamily buildings, particularly in disadvantaged communities; workforce training; and digital tools, such as automated audit tools, to assist building owners in assessing emissions and energy use. The project also seeks to bolster DOB’s capacity to monitor and analyze compliance by creating a database to track progress and building visualization tools for transparency. The Civic Analytics team will develop this database, tracking building energy usage and compliance with LL97 at an individual-building level; incorporate these data into their existing energy and water map and expand its visualization capabilities; and develop an automated audit tool to assist building owners with developing custom strategic pathways to achieve compliance with LL97.
